Growing Greener II ended in 2011. Compounding the problem, the Environmental Stewardship Fund, which also funds Growing Greener projects, is being used to pay debt service on the Growing Greener II bonds, rather than supporting vital local projects.
The Environmental Stewardship Fund receives 10% of the funds generated through the Marcellus Shale Legacy Fund (statewide distribution of impact fee revenue). The fund also receives approximately $35 million annually from the Oil and Gas Lease Fund.
Nevertheless, the Environmental Stewardship Fund is not currently supported at nearly the same level it once was. This inadequate funding hurts Pennsylvania communities by limiting their ability to conserve open space, protect water quality, enhance opportunities for recreation, and revitalize local economies. Divestment in the Environmental Stewardship Fund represents a divestment in the places Pennsylvanians love.
